The Pamulinawen Festival in Laoag City, Ilocos Norte, Philippines, has a rich history that dates back to the Spanish colonization era. Initially celebrated to honor the city's patron saint, Saint William the Hermit, the festival has evolved into a significant cultural celebration promoting the heritage of the city. The festival commemorates Saint William's feast day every first week of February and is observed with various activities that showcase the culture and traditions of the region. Palmulinawen festival was established through an ordinance in 1967 during Mayor Eulalio Siazon's time, designating February 10 as its annual celebration date. Over the years, under different mayoral tenures, the festival grew grander and was renamed to Pamulinawen Festival in 1996.
