Palmulinawen festival was established through an ordinance in 1967 during Mayor Eulalio Siazon's time, designating February 10 as its annual celebration date. Over the years, under different mayoral tenures, the festival grew grander and was renamed to Pamulinawen Festival in 1996. By 2008, during Mayor Michael Fariñas' term, the festival expanded to last for the entire month of February.
